The footage used by PBS is indeed the Russian strike footage.
It has also been turned upside down! Now, if they just lifted the Russian footage to use through sheer negligence, they would be unlikely to flip the footage around.
To me it appears that the footage has been deliberately rotated 180 degrees (note the numeric scale, on the RIGHT above, and with larger numbers towards the bottom (see ~2:33 of the PBS video). In the actual Russian video, this scale is on the LEFT and the numbers increase as they go to the top (see ~3 second mark of the video linked by mothwhoflysbackwards)).
To me, this reeks of a deliberate attempt to disguise the fact that the video is Russian (maybe they thought people wouldn't notice the Cyrillic characters if they were upside down?).
